Locking Campaigns

Is it possible to lock campaigns so that there needs to be approval before any changes are made? I know I can set up rules with a user's profile, but some users need to have access to certain areas that allow them to make changes and create campaigns but that also would allow them to accidentally make a change to something they were not supposed to.
