List Import using any Script possible in Marketo?

Can i write any script to directly load a target list generated from one campaign management solution and upload it to Marketo, rather manually creating list under -GroupList-> Imported List

You haven't provided much detail, but if by "script" you actually mean "can I write code to programmatically import a list using the language of my choice" then Yes: the Bulk Import API.
