List import issues - step 3 doesn't recognize list being uploaded to.

I'm interested to know if this issue is happening to any of you.  This issue has been happening to members of my team every now and then.  And it just happened to me just now.  After creating a static list (“Targeted List”) in a program, I then import a Unicode text file to the list – only to be presented on Step 3 of the process with an invalid list name (“9305”) – and not able to change it.  Also, Acquisition Program is non-selectable.  Thus I need to cancel the entire process and try again, causing a lot of wasted time.

YES - Where is this issue coming from? Why does Marketo create a smart list in the lead database when you are uploading to a static list?
