Link tracking & Triggering when Testing emails

I was setting up a trigger campaign to add to a list & send an alert every time a particular link was clicked on.  I sent myself a test email and I clicked on the link and nothing happened.  I contact support and was told that triggered links don't work when in a test email. 

I set up a campaign to send the email to myself and then the triggered campaign sent the alert and added me to the list.

Why can't a test email trigger on a link?  when I test registration forms, that trigger campaign works.  I think this functionality should be added
