Lead Reassignment in SFDC

We are moving some of our territories around and have set up some data management campaigns - smart list based on State/Province, Flow - reassign owner. I've run the scenarios but only some of the data has been changed. Is there a significant delay since I'm not pushing a sync into SFDC but just changing the owner?

If you are using the change owner flow action that is an implied sync action. These SFDC flow actions are an instant api call to SFDC, it doesn't have to wait for the background sync.

If you have/had a large amount of leads going through the campaign it may just have been the amount of time it takes to make each call and for SFDc to process each lead change.
