Lead is Created Trigger- Including anonymous or not?

If you use the Lead is Created trigger, does it refer to the creation of an anonymous lead, or just to the creation of a known lead? 

So if I visit the website (gaining a cookie in the process), and then only return a fortnight later to fill in a form, is the campiagn triggered upon the first visit or the filling in of the form?

It should trigger when the lead is converted (form fill out).

Thanks Breno. 

One of my smart campaigns uses "lead is created" as a trigger. Then how come not all the new known leads are affected by it? I set up the campaign a few days ago and in fact, judging by the activity logs, most leads don't have any evidence of being affected by the campaign?

    Hi Ramus,

    The Lead is Created trigger will only apply to known leads, not anonymous leads. The lead will become known when the lead fills out a form or enters to Marketo thru your CRM or List import or API.
