Issue with Sales Reps Having Access to Sales Insight

I have set it so that the tab settings for all Marketo things are on "Default On".  However, when I sign onto a reps salesforce and click on any of the tabs, it says "You do not have the level of access necessary to perform the opertaion you requested."  Has anyone encountered this problem?

Do you have enough licenses for all SFDC users?

I don't have enough Sales Insight licenses for all users, but i tried changing all profiles to be on off and then I made the Default On setting for only 1 user and it didnt work still.
