Is there a way to retrieve Inferred Company value using Munchkin cookie? Is there any REST API endpoint for doing that?

The Multiple Leads endpoint can lookup by cookie.

However, your question makes me think you're doing something you shouldn't. Marketo shouldn't be used as an IP → firmographic database outside of the platform itself. If you need this capability, use a dedicated service for this.
