Is the Marketo SOAP API's daily request limit per user or per Marketo instance (per company)?

That's the same: there is only 1 SOAP login per instance.

    We actually have separate instances for different divisions, with spearate logins, CNAMEs, lead databases, etc.  And we have separate API limts for each.

    We can't co-mingle leads between divisions--operationally its as if we were different companies.  But we are managed under one contract.  

    Probably best to check with his account manager to see how the instances are set up.
