Is it possible to "zero out" current historic lead score values?

 I am changing the way Lead Scoring has been done at this new company and want to start from scratch. But I don't know how to empty the current score.

You could run a campaign with a smart list  Lead Score = not blank and flow Change Data Value of Lead Score is NULL. That will make all value blank.

That's the best way to do it! We ran a campaign like this before to take down all the scores to 0 and then reset with the new rules.

We did this, we build a new lead scoring program v.2 and the just deactivated v.1.
