Is it possible to set up an alert when multiple tasks are created in SFDC?

Whether it's good practice or not, we do use tasks in salesforce.com for our marketing dashboards/reporting.  I want to set up an alert that sends an email to the respective Industry Marketing Manager whenever our smart campaigns create more than, say, three tasks in a 24-hour period.

Is this possible?  (I don't see an option in the Triggers.)  Or should I just use Interesting Moments for this?
