Is it possible to create snippets via API

Hi,
I want to implement integration between my software and marketo. And one of the task is to create a snippet in marketo automatically directly from my software. The second task is upload file. I generate files on the fly and want to upload to marketo and bypass saving to drive.
I looked at REST and SOAP protocols and didn't find any posibilities to work with Snippets, Files, Forms, etc. Can marketo propose some options for integration at these points?
