Is it normal that the {{lead.Id}} token is always empty?

I'm putting the {{lead.Id}} Token into a landing page i'm working on but the token is always empty. I tried to find answer here but I always hear that it should work.

Have you ever filled out a form on a Landing page in the same domain?

I did, but I think I have a problem with cookies on my main browsers. I tried it on another (fresh) browser and it's working perfectly.
