Increase API 300 rows and 1000 rows limits

One way to increase the performance of the API without increasing the number of daily call or the number of 100 calls per second would be to increase the 300 limit per fetch and 1000 total limit per call.

Especially when we are exporting large list of leads or when exporting activities, it would increase the performance and total time to achieve the result without increasing the number of calls per day.

    Pretty sure it wouldn't increase performance if everybody read that many more rows per day and nothing else was changed.

    But of course any extension of per-call capacity is welcome.  I embedded a request like this in a thread a while ago (the one where the total calls was retracted from 10,000 each for SOAP and REST to 10,000 total).
