Inactivity Campaign for Engagement Program

I would like to create a campaign that looks for members of my engagement program that are inactive.

I'm thinking those that have not clicked on an email in my engagement program or visited a landing page related to the engagement program within the past 30 days and that were not just delivered an email related to the engagement program within the past couple of weeks. How should I set this up?
