Importing CSV in UTF-8 encoding into a list

I'm still having problem posting comments to Help Articles so I'll post my suggestions here.

How to Import Non-English Characters into a Smart List

In the above article, many of the steps can be skipped. It's possible to just save Excel data in csv format and open that file with a Notepad and Save it in UTF-8 encoding. Also, it's not limited to Smart List but can be use do import into My List too.
