If web page link NOT clicked, send email

I'd like to create a smart campaign that will email users if they do not click the link on landing page after filling out a form.

My current smart list flow contains filters:

Visited web page (landing page with form) > Filled out form > NOT clicked link on web page (constrained to landing page with Google calendar appt link)

I get an error "could not evaluate rule 3 (Invalid value for link name ('URL' not found); Invalid value for web page ('URL' not found))

Any advice?
