If I put random sample as 0% as a flow choice will it ever touch that choice?

If you mean "Will anybody receive that choice," no (the choice still exists, so it is "touched" when calculating).

In fact you might not even have anybody qualify with 1% or 2%, either.

What are you actually trying to accomplish here?
