How to prevent empty emails being sent out from Marketo

While sending out emails from Marketo, can Marketo sense empty emails and prevent them from sending.

What do you mean by empty emails? Emails with no content? Even an email that looks empty can still have HTML content in it, so it's not really possible to deterministically sense what is or isn't empty. Ideally the designer and approver of the email and campaign would ensure it's appropriate to be sent.
