If the first time someone submits this form they select "Capactiors" and the next time they only select "Batteries" I still want the value for Capacitors to remain true. How can I implement this?

What you can do is use form pre-fill. This enables a revisiting cookied user to come back to the form and have a field value pre-populate with the lead's current value for that field. It's recommended to do this for the standard form fields of name, email, company, etc delivering a better user experience.
Select the field, on the right window, make "Form Pre-fill" enabled.
