Is there a way to get number of leads in a smart list using SOAP API?
Also, is there a way to create a new list using SOAP API?

No and No.  However, you can set up a trigger campaign that moves all leads into a static list, from which you can pull using the API.  Creating lists via API is on our backlog

Thanks Raj. I am using that work around to move these leads in a static list and using API.
