How to exclude someone in an engagement program with normal cadence from a new campaign

I'm struggling with getting the filters right to include someone who is paused from an engagement campaign, but exclude anyone who is in a current engagement campaign with normal status... This might be really simple, but anyone have any suggestions for this?

Should be Member of Engagement > Engagement Program Cadence IS Paused
