how do you write a campaign flow step for syncing to SFDC if you can't know if the lead will already in SFDC or not?

We have a contact us form on our website - sometimes preexisting SFDC lead types will fill it out and sometimes non-SFDC lead types will fill it out.
How do I write a sync to campaign that accoommodates both scenarios?

I may be mistaken, but I believe that the sync to SFDC step will sync to the existing lead if it is already synced in Salesforce. If the lead does not yet exist in SFDC, it will just create the new lead. That is my understanding anyway.

There are many implied steps in Mareto that will synch the lead to SFDC including change lead owner, add to campaign etc. And in any of these flow steps, Marketo will either update the existing record or insert the lead and then update the information. 
You might want to look at your Marketo de-dupe criteria; are you using default email address for de-duping in Marketo or do you have custom criteria? It's important to look at that so you know which system- SFDC or Marketo is doing the de-dupe.
