How do you trigger an email based on a change in data value?

I am looking to trigger an email based on a change in a SFDC value. Didn't see any other threads with a solution so I am asking what I think to be a fresh question. I apologize if this is a duplicate question.

There is a trigger "Data Value Changes" where you can select the data value change you want to trigger on.  As long as the field syncs to Marketo, you can trigger off the value change.  You can also add contrainsts to the trigger for old and/or new value.
