How do I make a folder inside a Program?

I have Program with folders inside of them, but I can't seem to create a folder inside a Program or drag an existing folder into one. Is there a trick?

You can't drag them in, but you can right click on the program in the tree on the leftand make a new one from there.

Great! Also, how are campaigns ordered inside a program or folder? Is is alphabetical or can I change the order?
