How can I send an email to a smart list in increments

I have a smart list built in to Marketo of a total of 16,000 leads, I want to send an email to this list, but I want to do only 1,000 at a time. How do I create that in Marketo?

The simplest option is creating 15 random samples of 6% and one of 10%, each one populating a static list. The next step is Send Email - Lead in static_list.
