Has <Custom Object> filter needs Number of Rows constraint

"Was added to <Custom Object>" and "Was NOT added..." filters have the feature to add a constraint on the Number of Records added during a certain timeframe. However, "Has <Custom Object>" filter doesn't provide this ability. In my case, this is for a Salesforce Custom Object related to a Person. It would be extremely useful to be able to count number of records (or a range of numbers) related to the Person in the Custom Object to do a smart campaign.
