Is it possible to make the forms different based on Geography? Germany vs EU vs US?

Absolutely, if you're willing to accept (and disclose) that VPN connections may obscure the person's statutory location.

You do this by checking a service like IP2Location in realtime, setting a hidden field accordingly, and then having Visibility Rules based on the hidden field.
