Gated Asset - Cookie Tracking

Is it possible to do the following via the marketo API / Cookie?

Scenario: User comes to a Gated Asset and fills out a 2.0 form to download said asset. The same user then navigates to a new gated asset and is presented with a "download CTA" to download. They are not presented with form but instead, they are presented with a CTA to download. They see this because they have already filled out their information and should have all other gated content on the site be "un-gated" (at least without a form) moving forward since they are cookied.

Is this something possible using the Marketo Cookie or API?
