Force preview/confirmation before Approve Program

In order to avoid sending out the wrong email due to "Approved with Draft" status, it would be great if clicking the "Approve Program" button on an Email Program brought up a preview of the approved email that the user had to click "Confirm" on in order to complete approval of the program.

May be just a "the email(s) in this program have pending drafts, do you want to approve the program with these pending draft ?" warning would be great.
