Fix the rule line between choices in flow actions

I never had a problem with the rule lines in the UI until the latest release.  Now the rule line that separates the Choice label from the Choice fields makes me lose track of which Choice I am changing.  Either lose the lines or move the rule line above the Choice label, not below it.  See examples below

    I just noticed this yesterday and thought it was just a temporary issue! Ugh, that's annoying if it's permanent.

    agreed..I do not like this look either.  It was pretty jarring the first time I saw it and really clutters up that panel.
