Hi does anyone know how I can filter my program by when the members actually entered/became members into a specific program?

I think you could either use the filter Program Status was Changed (to the status you're looking for - downloaded?) or Filled out Form filters then just add a Date of Activity constraint to the date parameters you're looking for.
