Filter programs and smart campaigns when adding to an engagement stream

Currently, when a user wants to add a program to an engagement program stream, he/she can choose any program in the instance and, once the program is chosen, he/she can choose any batch smart campaign in the program.

This is extremely error-prone.

Further more, the doc says that the smart campaign has to have a "member of engagement program" filter. But tests I made show that this has in fact apparently no impact.

So, it would make a lot of sense that only smart campaign with "member of engagement program = [the program to which I want to add the smart campaign]" can shown in the drop list and only the programs that contain a smart campaign with this filter.

Ideally, the list of SC's would have to be able to take into account the fact that the smart campaign might have multiple filters.
