Filter logic in engagement program stream transitions?

It looks like I'm unable to add filter logic around transitions to a stream... the "Use ALL filters" is greyed out. What's the reason for this?

In transitions you may notice there is a system managed filter.  Because of this, we can't allow advanced logic to be used here. However, you can use a regular smart campaign to move leads between streams if you need advanced logic.
