"Filled out a Form" filter

Does the “filled out a form” filter include contacts only on the first time they submit a form, or every time that individual submits a form?  For example, if I look for contacts who filled out a form in July and run the smart list again with a date range of August....if the same person filled out forms in July AND August, will the contact be included in both queries or just the first one?
