Facebook Lead Not Passed to Marketo

I recently set up Facebook to pass leads to Marketo and went live with a campaign. Facebook Ad Manager says there were 4 conversions but gives me no information for who these people were. Facebook publishing tools says there were 0 people converted and when I download the list 0 people appear. Marketo reports say that no one passed to them.

Can anyone give insight into this problem? Why is Ad Manager counting 4 conversions but Publishing Tools says 0?
