Engagement Programs and RCA

I am looking for suggestions for best practices in using programs within my engagement stream.  I would like to be able to report on local engagement program content alongside other program types in my existing RCA program reports.  Is it better to create a program for each stream so that I can see data in RCA?

You can add programs to the stream and they will be visible in RCA for general program reporting.  Each piece of content will be in the program.
