Encoding issues with accents?
I'm having trouble with accents coming out as question marks when uploading a foreign list. Is there a simple way to fix this or is there an encoding error?

You need to use UTF8 encoding.
Save as CSV
Open in Notepad
Adjust settings to UTF8
save as All with CSV extension.
