Enabling Recipient Time Zone Email Sending for Batch Campaigns within the Default and Event Program Types

I have been a Marketo for many years, and have yet to figure out why there is no recipient time zone functionality for Default and Event/Webinar Program types (only for email) - is this something that is in the pipeline? Or am I missing something as to why this will never be possible?

    Recipient time zone for webinars/event programs and emails using dynamic content would be a help eg English on GMT time, French on Paris time and Dubai on UAE time for invite/joining emails.
