Emails end up in gmail "promo" folder at random

Hi! 
does anyone ever experience this issue - i send the exact same email with the exact same template/wording/subject line/etc and it ends up in different gmail folders at random

i had "general" folder 3 times and "promo folder" 4 times

i tried sending test emails to my colleagues gmail addresses and the result in almost the same

any ideas why this might be happening and how to avoid it?

My emails almost always end up in my promo folder, so I'm not entirely sure how to work around this. I think that if you have someone set as a priority sender then they'll go into the inbox, but that's very much based around individual user actions.
