Email testing not working in engagement program

Can anyone tell me why a Champion/Challenger test would not work in an engagement program? I checked the settings for the Whole Email test and it was correctly setup.  Documentation indicates that a test should work within an engagement program.  The engagement program is set up with programs, would that have anything to do with it?

Mainly because your email is in a regular program, then that program is added to an engagement program.  If you added the email directly to the engagement program, it will work as expected.
