Hello,

I am recently new to Marketo and I have one basic question. To create an email template, do you have to use HTML? I am coming from Constant Contact where everything was very easily adjustable. Am I missing something?

You need to build at least the "shell" of a template; once that's done you can use the WYSIWYG editor to make changes to your emails.

I would recommend learning HTML if you are going to start working in Marketo. Welcome to the big leagues :)

You create a template that will allow you to have editible regions in your email that is based on an email template

Also take a look at http://templates.marketo.com where we have some good pre-defined email templates available for use.
