Email Programs as Local Assets

I see that I am able to create an email program as a local asset within a default (or presumably engagement/event) Program type. 

Is there any way to automate the "Email Program" send or do these need to be scheduled seperately?  What is the business case/best practice if you are using Email Programs as "local assets" versus as standalone programs?
