Email program vs smart campaign

I am new to Marketo and looking for input. Is it better to create a email program for sending three emails about an event or should I create a smart campaign to perform the action?

You can nest Email Sends within Programs, however, I think it is easier to create the three campaigns in the Program itself.

If you are sending a sequence of emails, you can use one campaign.
