Email Communication Limits and Thank You Emails

Our communication limits are set to one email per day and 2 emails per week. If I send an email for a white paper offer, they download the WP, and they get a thank you email with the PDF link, will that count as both emails for the week? If so, is it best practice, then, to make all thank you emails operational?

This will count as 2 emails for the week given if it falls in the given time period you specify. 

In regards to operational emails? Depends on your org; I know some orgs like to make reminder emails for webinars for example as operational.

Hmm...I'm surprised I hadn't considered this before. We could drastically increase our audience count for each send by making thank you emails operational, which they should be, in my opinion, since they've been requested.

What's strange, though, is I don't feel like (as a lead) I've been missing out on any emails or thank you's. I would think, with how many emails I get from doing preflight campaigns to myself, that I would've noticed getting blocked. I'm not sure if you have an answer for that, but thanks for your help.
