Is there a way that Marketo lets you send time delayed emails in a campaign/email blast?

There are a few ways to accomplish this. CAn we give me the specific use case?

Yes you can use a wait step in a campaign workflow to allow you to determine when to send an email. You can also use the more advanced wait token with a date field and determine how many days after a date to send an email. 

With a standard email campaign you can schedule it for a specific day.
