Has anyone found a reliable resource thatt compiles Email Regulations, by Country?  That would be hugely beneficial for global marketers like myself.

Even with a list, you should try to have it reviewed by a lawyer to ensure it is accurate. Generally, I treat all of my lists as opt in only and I never prepopulate the checkbox. That should cover you pretty well around the world.

Yes, US is still opt out, but adding people to your list w/o permission will land in you the spam penalty box.
