Dynamic content and local email variables?

Hello everyone,

I'm pretty sure I know that answer, but I couldn't find anything definitive so I thought I would ask.

I've built an email template using the module system. Each module has local variables. The problem is that we need to localize the emails using dynamic content from a segmentation. Is it possible to make a local variable dynamic? If not, are there any solutions or work arounds or do I just need to make every part of the module a 'mktoText' area?
