Does this qualify as an operational email?

We have a gated content form where a user requests content and then is automatically sent an email with a download link (clearly operational).

We would like to put into place an email that is sent an hour or so afterwards that comes from a member of our sales staff that is a follow-up asking if they have any questions about the content. Is this operational as well?

I wouldn't consider that to be an operational email, since the users could definitely consider that to be unsolicited commercial mail - in the same way that you wouldn't opt someone into an engagement program (even if it is targeted to the specific piece of content downloaded) without their consent.

Agreed, the second email is NOT operational. They did not request it and aren't expecting it.
