Does the flow step "Add to Engagement Program" make the person a member of the Engagement Program? I understand that the "Change Program Status" flow step does.

Yes it does (you also need to define which stream to add them to).

On top of Dan's comment, it will make the person a member with the first member status. If you want to manage member statuses as well, you should run a change program status.
